Eligibility for a Permanent Identity Card
Are you thinking of moving to Hong Kong? Well, then there are some basic things you need to know about how you can get the permanent residence permit or rather, the right of abode. The first thing you will be required to do is to show that you are eligible for the permit which is done through the application. Under the Immigration Ordinance in Hong Kong Special Administrative Region (HKSAR), there are six categories of people eligible to the right of abode. Also, a person who fulfills the transitional arrangement as stipulated in the Ordinance is eligible to the right.
Chinese citizens
A Chinese citizen who’s been residing in Hong Kong for a continuous period of seven years or more either before or after the establishment of the HKSAR
A Chinese citizen born in Honk Kong either before or after the establishment of the HKSAR
A Chinese born outside Hong Kong to a parent who was a Chinese citizen falling under the two categories mentioned above
Non-Chinese Citizens
A non-Chinese citizen who entered Hong Kong with valid permits and has resided in the country for not less than seven years ordinarily either before or after the establishment of HKSAR and considers Hong Kong his or her place of permanent residence
A person under the age of 21 years born in Hong Kong to the permanent resident parent of the HKSAR in the category (4) at the time of his or her birth or if one of the parents had the right to abode before he or she attained 21 years.
A person who had the right of abode before the establishment of HKSAR and does not fall in any of the categories from (1) to (5).
Application
To get a permanent resident identity card, you will have to apply for verification of eligibility by filling some forms in which you will give information about your history with Honk Kong. During the process, you will also be required to provide supporting documents such as an identity card or a travel card that show you are a legal resident of Hong Kong as well as documentary proof in support of your claim to permanent residence.
The application can be done by post to the immigration department in Wan Chai, or by dropping your duly completed application form in their drop-in boxes, or by submitting the relevant documents online. When doing it online, ensure that you understand the format of the required documents.
After the approval of your application, your current status of residence will be revoked, and you will be able to get a permanent identity card. For persons above the age of 11 years, they can visit the office of registration of persons to apply for a permanent identity card in Hong Kong. Applicants below the age of 11 will have an endorsement made on their travel documents stating that their application for permanent residence has been approved.
There are situations in which one can lose their permanent residence status. Such include leaving Hong Kong for a period of not less than 36 months after attaining the status of permanent residence or proven to be a threat to national security.
